Public Hearing: Learning Continuity and Attendance Plan

In March 2020, through executive order N-56-20, the three-year Local Control Accountability Plan (LCAP) was put on hold and was replaced with the Covid-19 Operations Written Report which addressed the response to school closures.  The executive order also articulated a one-year LCAP for the 2020-21 school year to be due in December 2020.  Then, on June 29, 2020, Senate Bill 98 went into effect which replaced the one-year LCAP with the Learning Continuity and Attendance Plan (LCP).

The LCP is intended to memorialize the planning process that is already underway for the 2020–21 school year. It extracts details from our School Reopening Plan for Fall 2020 and elaborates on learning loss and support for homeless, Foster Youth, English Learners, and low-income students. 

A public hearing will be held regarding the Learning Continuity and Attendance Plan during the regular meeting of the Santa Clara Unified School District Board of Trustees on Thursday, September 24, 2020, commencing at 7:00 PM, or as soon as practicable thereafter. The meeting will be conducted virtually over the internet. See the District’s website at for information regarding the meeting and public participation. 

The Draft Learning Continuity and Attendance Plan described above is posted on the District Web Site at and will be attached to the September 24, 2020 meeting agenda under the Action Item.

Any interested person may be heard during the hearing regarding the matter of the Learning Continuity and Attendance Plan. If no formal protest to the LCP is received, the Board may at the end of the hearing adopt the Learning Continuity and Assessment Plan.
