Public Hearing: Textbooks and Instructional Materials

Parents, teachers, members of the community are invited to participate at a public hearing regarding the sufficiency of textbooks/instructional materials. The resolution will be voted upon at the October 8, 2020 board meeting. The following is the proposed resolution and background to the resolution: 

Requested Action

That the Board of Education pass the following resolution: The governing board of the Santa Clara Unified School District has determined through a public hearing that each student, including English Learners, in each school in the district has sufficient textbooks or instructional materials, or both, that are aligned to academic content standards and consistent with the cycles and content of the curriculum frameworks in the following subjects: mathematics, science, history-social science, English/language arts, foreign language and health and that grades 9-12 science laboratory classes have sufficient lab equipment. 

Background

Education code Section 60119 requires that the governing board hold an annual public hearing and “make a determination, through a resolution, as to whether each pupil in each school in the district has sufficient textbooks or instructional materials, or both, that are aligned to the content standards adopted pursuant to Section 60605 in each of the following subjects, as appropriate, that are consistent with the content and cycles of the curriculum framework adopted by the state board: mathematics, science, history-social science, English language arts.” The governing board also shall make a written determination as to whether each pupil enrolled in a foreign language or health course has sufficient textbooks or instructional materials, as well as the availability of science laboratory equipment for grades 9-12 science lab classes.
