What is CYBHI?
The Children and Youth Behavioral Health Initiative (CYBHI), in collaboration with various California state departments, is establishing partnerships with educational institutions to augment accessibility to school-based and school-linked mental and behavioral health services for individuals up to 25 years of age.
The CYBHI facilitates the opportunity for Santa Clara Unified School District to secure reimbursements for existing eligible behavioral health services delivered within its schools. These services encompass screening, assessments, and continuous mental health support provided to students. Reimbursements will be paid directly from student insurance providers, incurring no additional expense to parents or caregivers. Participation in this program will not compromise existing family insurance coverage, nor will it hinder the ability of students or their families to access mental health care services external to the school environment.
During the program rollout, parents or legal guardians may be asked to furnish their student's health insurance details. All gathered health information will be securely stored and disclosed exclusively in compliance with applicable federal and state laws.
What do families need to know about the CYBHI program?
Eligibility for Services: This program will not change whether your child qualifies for behavioral health services. What it will do is allow the school to get reimbursed by insurance for the services they already provide, so they can offer even more support. If your child has Medi-Cal, most private health insurance, or disability insurance (there are a few exceptions), then the services they receive can be paid for through this program.
Privacy and Consent: We might ask for your child’s health insurance information. Rest assured, all of this information will be kept safe and secure, and only shared if required by law.
Billing: There will be no cost to you for the services that are covered by this program. That means no co-pays! And getting help at school won't stop your child from getting other care outside of school if needed.
What is the CYBHI fee schedule?
The Children and Youth Behavioral Health Initiative (CYBHI), as part of Governor Newsom’s Master Plan for Kids’ Mental Health, is facilitating a partnership between the Department of Health Care Service (DHCS), the Department of Managed Health Care (DMHC), and the Department of Insurance (CDI) with schools. This collaboration aims to broaden the availability of school-based and school-linked mental and behavioral health services for students up to 25 years of age.
Through the CYBHI fee schedule, our school and associated service providers may be eligible for reimbursement for the behavioral health services we offer, including screenings, assessments, and ongoing mental health support. This reimbursement will be facilitated directly from the student’s insurance company. Importantly, this will not result in any additional cost to you as a parent or caregiver—there will be no increase in co-pays, premiums, or deductibles. Furthermore, your student receiving these services at school will not restrict or negatively impact their ability to access mental health care from outside providers.
