At SCUSD, Bilingual Community Liaisons are the bridge of communication between schools and families of newcomers and English Learner (EL) students in their primary language. The main purpose is to connect families with community resources and provide educational opportunities through our close partnership with the Family Resource Center.

If a student is both classified as a student with exceptional needs and as an English Learner (“dual identified”), the student will be placed in this pathway the specifications of which will depend on the student’s individualized education plan.

English Learner Advisory Committee (ELAC)

Each school with 20 or more designated EL learners will have an English Learner Advisory Committee (ELAC), a site-specific advisory committee that explores, discusses, provides meaningful input about the needs of emerging bilinguals in the school. Each of these committees is governed by its bylaws, which describe the tasks that parents will perform and the ways in which the school is to support them. 

District English Learner Advisory Committee (DELAC) Meeting

Each ELAC elects a parent of an English learner student to represent their school at the monthly District English learner advisory committee meeting (DELAC). The DELAC is designed to provide an opportunity for two-way communication and a forum for parents of English learners to make recommendations regarding the budget and programs dedicated to English learners. SCUSD receives federal funding under Title I Part A,Title II, Part A, and Title III.

Title I

Title I funding is apportioned based on the percentage of low-income students in the school district and is used primarily at K-5 school sites with the highest percentages of low-income students to support improving academic achievement.

Title II

Title II is a funding source for teacher professional development designed to support teachers in working effectively with struggling students, especially low-income and English language learners.

Title III

Title III is a funding source used specifically to support the progress of English language learners.

The Santa Clara Unified School District (SCUSD) Migrant Education Program works to ensure that migrant children fully benefit from the same free public education and support services provided to other children in the district. To achieve this purpose, the program offers the following: 

• Supplemental academic programs and wellness resources for students to promote teaching and learning
• Migrant Liaison support for families to answer questions and help families navigate the school system

SCUSD provides additional instructional time and academic support in its summer school program. This program runs between June and July each academic year and is offered through the migrant student program.

Parents will be made aware of its existence, availability, and requirements for participation.

The Language Access Office (LAD) is composed of three head interpreters and a team of more than 20 permanent and on-call employees who offer districtwide language support to meet the needs of multilingual populations and their families. The LAO is in charge of all SCUSD language needs, including translation of vital district documents, such as: Superintendent, communications, federally mandated postings, school newsletters, surveys, announcements, handbooks, letters, flyers, etc. They also interpret at various site and district meetings, such as Board meetings, Individualized Education Plans (IEPs), 504s, District and Site English Language Advisory committee meetings, award nights, back-to-school nights, orientations, and focus groups.
